Default Advice one wheels

Hey I just began driving, yes I turned 16 a few months ago and my brother gave me his Lexus IS350 with only 2450 miles on it. I want to get new rims but I have a few questions. Will getting larger rims affect the speedometer? will getting 19in 10 width rear with 30mm offset be too wide? And how low will I be able to safety drop the car if i get 19in rims?I plan to get http://www.tenzoracingsports.com/roa...gf7/index.html these in black for 19" 10" front 19" 8" rear. Do these seem a bit cheap spending only 343 per rim?..Should I spend more? And anything else I should know about this matter?
