Default Rear bumper question

Few weeks ago some idiot hit my car from behind while it was parked at my employer's garage. I never found him or her. The damage was minimal but unfortunately there was a small crack in the rear bumper. So I decided, since the car is so new, I better replace it.

Anyway, I picked up my car from body shop today and noticed that rear bumper is not completely fixed in place. There are two lugs on bottom and there are corresponding holes in the panel that covers bottom of the car (sorry for terminology, I have no idea how this thing is called.) This looks suspicious because lugs are hanging and the bumper isn't firm as I think it should be.

So, am I right when I think that these people forgot to put two screws in place? Since they are apparently very unprofessional, I'd also be interested to know what else could they conveniently "forget" to do (i.e. inside a bumper)? Thanks.

..... approaching 5K miles.... still enjoying my car....

You are definitely missing a couple of clips. There should be 4 across the bottom. Part number 52161-02020.
