it took another approach, im waiting on the rims,i went with spacers, but i voted body kit. only cause i cant stand not having a lip.

100% wheel comes first, if it's not, it'll look a bit weird with all aeropart

Rims first, then body kit. The body kit will look way better if the rims are already on.

Put the shoes on man, try DISCOUNTTIRE.COM. When I had my Landrover I got my rims with tires for 1600 mounted...maybe if you find a good bargain you can do both...wheels and kit.

Go with the body kit first, the rims are already pretty good lookin! When you get the body kit on your IS, that might help you decide what rims would look best!
