How did they prep the plastic to accept the paint

sand and primer? It's just plastic. nothing special.

Thanks....I was wondering if the plastic had a release agent similiar to the IS300's dash pieces. When we painted those, the paint kept lifting because of the release agent no matter how much we sanded/cleaned it.

Ahh, I see. Nah, I don't believe there is anything special to the engine cover.
