If anything is damaged its the ballast so if the dealer doesn't cover the damage let me know I can get you a d4s oem ballast cheap. Check the plug that connects the power line to the ballast, maybe theres water in there. I'm not sure how the new plug is designed but some plugs actually allow water to creat a connection between the + and the - or any ground source and thus putting the ballast into protection mode. Although I find it hard to believe a brand new ballast failed so quickly.

I only hand wash my car.
I actually had an Acura Integra that died in the car wash and wouldn't start for a while because the car wash had some type of hi pressure spray from underneath the car and got something wet.
Hi pressure washes (assuming yours was hi pressure)are terrible for the paint (and the headlites too! haha)
