No start no crank
I searched through previous threads, but didn't find my situation specifically, or didn't see a solution or anything to check I haven't already checked. I apologize if this is a repeat.
2008 IS250 RWD with about 250k miles (clean car BTW).
My son went out this morning and the car didn't start or crank. The dash lights all come on (new battery about a month ago and showing about 13v on the meter). You can shift it out of park and the steering wheel turns as if the car was running.
There is a click at the starter. I assumed it was the solenoid, so I pulled it and had it tested. Tested good, but I went ahead and replaced it. The teeth were worn, and I'm assuming it was original. The new starter does the same thing.
Changed the starter relay in the box by the battery. No luck. Charged the battery for a couple hours just to be sure.
Tried with both keys, and both have new batteries.
I do have a code (no CEL) for the electronic steering, but the steering works fine. I'm assuming that isn't related, but wanted to include it just in case.
There aren't any other codes. Could it be a security/immobilizer issue? Any other thoughts on what to try?

Doing some more research on this. I'm going to look at the fusible link block (box in front of the battery) tomorrow. Anyone ever troubleshoot one of these? I'm planning to probe around with the multimeter, but I've never messed with one before.
