My 2011 is250 was damaged via a raccoon in addition to the bumper cracking the foglight and bezel were never found at the roadside. All the tabs in the bumper that would hold the light assembly and bezel are probably not usable. I have a new bezel and light assembly how can I fit it back together.

Ultimately the best fix is a new bumper. If form/function is the only priority it seems more zipties are in your future. The holes securing the fogs are just 2 screws and easily damaged.
Maybe you could fill the bosses with some filler and tap them if they still exist but it seems you need a new or used bumper.
