Power up cluster on bench

Power up cluster on bench
Hi folks. Ive been battling this for a lot of the afternoon.
Car is a 2008 is250 (Australia release - but dont think that makes a difference)
Im trying to fire up my is150 (2008) cluster on the bench, and I just cant seem to get it to work
I have the following hooked up
pin 1 - Earth
pin 12 - IGN+ 12V
Pin 24 - Batt 12V
Pin 23 - Not sure what its used for, but has full time 12V from loom, so its hooked up as well.
I know the cluster works, cause i plug it into the car and it works just fine.
All positives / earth etc have been confirmed in the car with multimeter.
Is anyone able to help me?. I feel like im missing something basic. Ive seen dudes on YouTbe doing it, but alas no wiring information.

The illustration is from Lexus tech docs but the labelling of the pins on the diagram is something I did and I keep for my own reference as I work on lots of these clusters doing led upgrades and mileage corrections so I often power these up on the bench. That’s why I keep this diagram for my own reference
