i would get 19s for sure. i don't think 18 is big enough
and rubbing, it depends on how you choose the offset, etc...
18s for me, also it depends on the area. BKNY 18s is already a bit much. potholl on top of potholl. i bent one of my 17s already. drive every day BK-LI-BK.
I went with 18's and L-tuned springs for the drop. I gives it a sport package type look and handling. Don't forget the bigger you go, the more unsprung weight.
Also use a good wheel/tire shop to make sure the offset and sizing will fit right or you could have rubbing.

I believe the order goes like this...
Drop
Wheels
Body kit
and for performance it goes something like this...
First, get the suspension, if you want a nice suspension get JIC's coil over. It is nice, i had it installed in my car and the ride is still like stock.
Second, get wheels, get 19" if you want to show off, get 18" if you want to have performance.
Third, get body kit.
For exhaust, get them anytime, just make sure the body kit rear bumper will have enough opening for it.
For performance stuff, it is up to you after this whole thing done.

I wouldn't go with springs since you should get the shocks with it as well.
Instead I would suggest going with coilovers. Most people regret not going with coils right away.

Never ever go with spring and shocks combo anymore... JIC has a new invention on suspension.. they call it FLTA2 coil over... hehe.. i'm using it, that why...
