How would i go about fixing this?
Yea thats due for a repaint. Did someone already paint it? looks like who ever painted it before didnt do a good prep job because I dont see any primer. That may be why its peeling so easy.
It's just gonna get worse too.
Your bumper is urethane, it is pretty smooth and flexes very well - paint doesn't stick to smooth surfaces that well as you can see.
The more it flexes from people tapping you or whatever reason, the more paint is going to spiderweb and come off like this..
When your body shop guy scuffs the bumper, it gives the paint a rough surface to hold on to better.
It probably shouldn't be more than like $250-$350max to have it redone depending on where you live and where you take it.

You maybe can get a touchup guy to do it. Probably pretty cheap too, They do pretty good job at blending the paint to match, but it will probably be a little noticeable if you look close - versus if you got the whole thing repainted. Just depends what you wanna do and how much you wanna spend.
