IS300 starter removal difficulty?

My IS300 is not starting. The starter clicks but it does not start. The battery has been tested good and fully charged.
I started on the removal and had a really difficult time getting to the bolts. I did a search and found that I will need to remove the engine cradle and tilt the transmission to get to it.
Basically, I live in an apartment complex and I am not supposed to work on my car in the parking lot. Any idea how long this swap will take with a socket set, socket hinge, 2 jackstands, and a jack?
All of my tools are at my parent's garage. I don't even have a torque wrench.
How many of you guys have actually attempted this with regular handtools and sitting on jackstands? How long did it take?
I don't want to get started and 2 hours in I get fined for working on my car in the parking lot while still having hours left on the install.

Is300Mai: The lower bolt can be reached with standard tools, 14mm socket I believe. The top bolt does NOT require you to lower the transmission but lowering it does make it easier. Either way, you just need several feet worth of extensions with a swivel end. I've done this job both ways and would recommend leaving the trans alone as this just adds to the potential of not reinstalling something correctly.
