Maybe someone can fill me in on something. Isn't the IS200 the first gen IS? Or is the IS200 and the IS300 considered under the same gen?

I did a quick search in google and it looks like yes, the IS200 was only available in the first gen IS.

Same gen just released in different locations. Also the number signifys the engine displacement I believe. That is a common badging pattern among car makers.
