As far as the L-Tuned Package was concerned. It is not a factory installed package. They are a Port Installed Option package put on some new 2002 IS300 models that came through the Port of Long Beach. They only came in Millenium Silver Metallic, Black Onyx and Graphite Gray Pearl. If you saw any other colored L-Tuned package vehicle, it was either a Dealer Installed accessory or an accessory added by the buyer later on. This was only available for 2002. The L-Tuned Packaged cars either came w/Auto, Auto w/NAV, Manual and Manual w/Nav.
Series I - Body Kit w/Fogs, Exhaust, Sport Grille, L-Tuned Badging and Floormats.
Series II - All the Series I options plus, L-Tuned Springs 1" drop(made by Eibach), Front & Rear Sways, and 18" L-Tuned Wheel/Tires (made by Rays Engineering aka SS7 Campionato) in either Silver or Graphite w/Michelin Pilot Sport 225/40ZR18 tires.

Yup, the l-tuned kit was discontinued a while back. Closest thing you can get if you can't find an authentic one is getting the carson-tuned kit, which is almost the same thing. Thing about those is that I heard that they are made really flimsy and would have to reinforced w/ fiberglass.

I've had the kit on my car for more than a year (before I switched to the rare urethane TRD/L-Tuned front lip) and the material is very strong. I even had the prototype kit which was one of the first ones to be molded and was thinner than the regular production version. It's very flexible and durable. It's a fiberglass/poly hybrid which is stronger than FRP and lighter than and more flexible than regular fiberglass. I highly recommend it if you cannot get your hands on an authentic L-Tuned front.
