Yes, the vehicle will never use the engine to charge the last bar at the top. Unless you are driving a lot on electric power its normal for everyday driving for this display to show charged to the 2nd or 3rd top bar.

Usually the only time you will see the top bar charge level lit up is when recovering a lot of energy from braking, such as when descending a long hill. When the battery reaches this top level of charge the vehicle will use it immediately next time accelerator pedal is pressed to bring the charge level back down to the 2nd bar.
