Rough Idle - Electric Surge

I've noticed an intermittent issue with my 2020 RX450HL that usually occurs during a cold start. After starting up, the engine runs rough and seems to aggressive surge electricity production - as if attempting to rapid charge the hybrid battery. This surge is accompanied by minor pulses of the electric motors, it feels as if the motors briefly pull against the parking brake. This causes the entire vehicle to shift forwards slightly and you can feel the parking brake holding the vehicle from rolling forward.
I'm not sure if anyone else has noticed this issue, or even how to accurately describe what is happening. Any thoughts here? I've had the local dealership inspect the vehicle but they were unable to duplicate the issue. I'm not sure if this is possibly a normal calibration function of the hybrid system, potentially some sort of grounding issue, or maybe a fuel injection issue? Any advice is greatly appreciated!
