2016 Base #LED to #HID conversion
I don't believe HIDs are an answer for high beams- keep in mind the time frame it takes for them to get to their brightest. I had XenonDepot H9 HIDs in my 4Runner. Those HIDs didn't provide the "punch" high beams should. Installed their LEDs and was very satisfied. I'm on my second set for the GX. Since the XenonDepot H9 LEDs have dual LED emitters, IMHO they work better in the housings designed for halogens.

You are certainly correct that HIDs don't work well for high beams unless they are a "bi-xenon" design, where there is one light source controlled by a shutter.
However, I don't agree that you can put HIDs or LEDs into halogen housings and neither does NHTSA.This interpretation is a dated but still stands.
I went the opposite direction and replaced aftermarket HID conversion set of low beams to LED after hitting debris @ 70mph destroyed my one headlight. When I first purchased the HID replacements the state of LED bulbs were best left to interior lighting. While I liked the output from the HID's the cost of replacement for the pair was higher and bulb temperature was always on the back of my mind. I went with GTR lighting Ultra series and while the beam spread and distance are comparable to HID, I only notice any difference during rain events at night so I supplement with my fogs to get better definition of the road surface. The key thing about lighting is that the light source needs to maintain the foci point as designed for the reflector. The GTR product does that very well and is much shorter than the HID bulbs it replaced. If you are not satisfied with the LED lamps you have now, perhaps they have reached the end of their lifespan? If they are over 2 years old there have been significant improvements made as the market has more demand.
LEDs are the "lights of the day" because the designers can be more creative and still meet regs but, as the studies have shown, only the most recent versions are getting decent ratings.
Unfortunately, you're basically stuck with whatever you've bought with the car.
No system is inherently superior. A well designed halogen system can be better than a OK HID and so forth.

I just replaced the factory halogen bulbs on my 13 GX and, while the light is whiter, the light projection is not much to talk about.
I’ll probably have to get some built with the better projector beams similar to the ones I had on the truck.
