Rear Wiper stuck....
So stuck @12 o'clock, checked fuse looks fine...seems I had this issue before with my 4Runner..If I remember isn't there a sequence of button pushes that resets this?
...and my wiper is definitely corroded on the shaft..afraid I'll break the glass repositioning the wiper arm...blade is shot need to replace.

Any signs of motor struggling to turn on when you try to switch the wiper on?
Set the multimeter to millivolts, put leads across exposed prongs on top of the wiper fuse, then turn the wiper on, see if the voltage reading would increase, that would indicate that the motor is trying to actuate, making it a mechanical problem, aka rust expanding and jamming the wiper. If, on the other hand, voltage wouldn't change, it may be an electrical issue, like the wire getting damaged internally, or the motor getting fried due to increased load on it with all the rust in the mechanism.
Trying to save the wiper motor may result in a cracked window, so it will be wiser to sacrifice the motor instead of damaging glass if it comes down to such choice. Try soaking it in penetrating fluid for a while, if it won't go, there is no point in proceeding, you will need a new motor.
