I drive a 2013 Gs350 AWD and something extremely odd is going on with the power steering. I noticed that as its getting colder, the power steering light began turning on in the morning. If it's 60-70 degrees out, it runs fine. If it's ~50 or below, the light turns on and turning the steering wheel makes a knocking sound. However, if I restart the car after it warms up, the light turns off and the car runs fine. Im thinking maybe the rack and pinion were incorrectly installed or maybe something is too tight, but im no professional mechanic. Thoughts?

Sounds like a problem related to the Power Steering Control Module. Maybe the problem is just a loose or corroded plug connection. Or, the steering might just need to be recalibrated.
You mentioned the rack and pinion may have been incorrectly installed. Has the car been involved in a wreck that may have damaged the R&P steering?
If the problem requires that the Power Steering Control Module be replaced a new one installed by the dealer will probably run over $1,000. A used one can usually be purchased for about $100.
