DIY: Front Plate Mounting - No Drill
As a result, I bought a bunch of hardware from Home Depot, and a JDM frame from Amazon, total cost of the mount plus the frame was $20 bucks and below is the step-by-step for anyone who is interested in a similar solution.

Below is an image of what you would need in order to make this mod.

The drill bit on the far left is the drill bit you would need in order expand the holes on the metal "bracket"

This is the image of the metal "bracket," I purchased this from Home Depot, it is a zinc coated "conduit plate" that you can purchase at Home Depot for two bucks. I purchased this conduit plate and expanded the drill holes with the drill bit above

After expanding the holes with the drill bit, I slipped the plate behind the bottom set of plastic grills, the set of grills I mounted my bracket are on the bottom of the center fiberglass section, below the grill which has the the Lexus emblem.

I purchased #12 machined screw, with 2.5" length from Home Depot in order to mount the plate against the back side of the plastic grill. The 2.5" length bolt was long enough to reach to the JDM plate frame and secure it against the plastic grill. I also used a nut for each bolt, along with two large washers to create more surface area for the head of the bolt to secure to.

This is the final image of the JDM bracket fastened between the plate and the plastic grill.
