Indeed, @bclexus , I see now that you edited your post to add a picture. Looks the same to me.
@JDR76 - It doesn't look the same to me. Your ring looks like it is either black in color or completely missing, or that it sets back far enough to create a shadow which causes me to think it is either black or missing.
My 2016 Atomic Silver F sport is just like @JDR76's . Where one is a bit dirty from the spray it looks to blend in a bit more but where it's wet from water running off the trunk it's clearly black. I checked the front and the front is clearly black too.
My rear bumper had a minor repair done and was completely removed and repainted by the Lexus dealer when I purchased it because there a slight sort of cut in the bumper where it looked like maybe a garage door just barely caught it when closing or something hit it being removed from the trunk.
Rear:
Front (note - the extra line around the sensor is the PPF, usually it's not very noticable but between the close up and being dirty from the snow it shows more in the photo):

Were they afraid of the film messing up the function? I would have just applied it right over. I hear they can be painted no problem, and when I was testing the function, I tried to drape a towel over a sensor to see if it picked it up and it did not.

I don't know for certain. The car had a partial front PPF (bumper and roughly 1/4 to 1/3 of the hood and a similar amount on the front fenders). That PPF also had cutouts for the sensors.
My guess would be two things - having the cut out allows you to replace the sensors easily if one goes bad and second, they don't want to do anything that could potentially impact safety equipment and get sued. The folks who did my full front are supposedly one of the best shops for PPF in town.
