Default Front Brake Rotor Lock Up

Hi everyone. Just did pads and rotors and I'm having an issue with a new replacement rotor locking up the wheel. The offending part is a Powerstop JBR1308, passenger side front. I installed both sides at the same time, same series (1307 and 1308), and the driver side is perfect, as are the rears. This one, however, locks up once the wheel is torqued down, but spins freely when the wheel is off. However, when I push it in with my hands, without the calipers, and try to rotate it, it makes a grinding noise. For good measure, I tried the new pads with the old rotor and it works fine. I loosened the caliper pistons, and the new rotor makes the noise even when not in contact with the pads. Also, the caliper pins are functioning normally. The calipers are not locking up. I checked the part number and it should be the right one.

Does anyone have experience with these rotors? Does Rockauto sell remachined rotors, or rotors that require machining? That doesn't seem right either, as the driver side works fine. I should also mention that it's past the return date (the old brakes weren't that bad when I bought everything and I committed the cardinal sin of not anticipating problems :/). I don't want to buy a new rotor, or worse find out it's something on my end and waste more time and money.

Any help would be greatly appreciated. Thanks a bunch.
