Get maintencnce history thru mycarfax and the lexus owners site with the VIN.

Those GS460s have brake by wire(I believe that year), that sounds like a very expensive part that you probably have to buy from Lexus.

so far I only see the vehicle got checked by dealer once every few months. I hardly see any oil change or major fix

Those cars are very rare, I actually wanted one but gave up and got a GS350. At that age and mileage, I would put a $2500 rainy day fund for it. Remember that car has a Toyota Full size truck drivetrain, you aren't going to top that with anything. May be worth to take the risk. Being in So Cal you also have a showroom new, rust free chassis, something you will never find upstate NY, even cars a handful of years old. If you worry about any repairs, maybe look into a GS 350, less stuff to break.

since it is same engine with the LS460. I thinking of getting one for something no more then $10k. So far I see $12k or $13k and up

Technically, it's a variation of the same transmission family, just like how the 1GR-FE is a truck engine and the 2GR-FE/FSE is not.

IE. A760E is made for sedans, A760F is for trucks.

One transmission place told me the transfer case is the main difference. If there is no cooling package, they may even be interchangeable.
