It is a huge project to replace the "rectanglish" chrome molding that surrounds the grille?

Does the bumper need to come off? How would I go about replacing?

no need. open hood, take off plastic clips and cover, pull rubber trim on top (carefully), pull out

you mean the chrome trim? just bunch of clips behind it (and at the top it's pinned down by the rubber trim iirc)

be very careful when removing the rubber trim. it is very easy to stretch out those clips that hold them in.
