What do dealers charge for this service? I saw I could get a full set of Lexus pads for $90 at Sewell online.

I guess they would charge 1 1/2 hrs for labor & $150 for pads.
So it would come out around $300+. Be cheaper if you come in with your own Lexus pads. Parts they charge more at dealership than on-line.
If you can show them there is a lot of brake dust on your front wheels, I don't see why they can't perform the TSB free of charge.

I had my front brake pads replaced twice under 2 different TSBs free of charge. My rear pads still have plenty of meat left after 52K miles.

Got my car back yesterday. Turns out only the front rotors were replaced under warranty, and they made me pay for the pads. The cars brakes much better now and no sound... but let's see how long that lasts!
So now I got my rear rotors cross drilled... which looks funny. I need to put back my OEM rotors on the rears!
I already ordered two sets of StopTech pads. They are on their way!

I bought Centric Posiquiet Ceramic pads as recommended by someone on here. Replaced the fronts myself using the IS350 instructions. Fairly easy. Brake performance is not bad and much less dust compared to OEM and the TSB replacement "dustless" pads I'd had before. Centric part number 105.11180. Not too expensive, less than $45 shipped online...
Also no squealing at all...

The price you paid is unbelievable! how the hell did that happen?
I'm lucky cause I have 2 brand new OEM rotors, my original OEM rotors which were in good condition, and my drilled aftermarket rotors! I'm set as far as brakes are concerned! Woohoo!

I'm looking at my invoice now, they charged me BD37 minus 15% discount for the front pads only. And BD16 minus 15% discount for labor.

Called Lexus and the guy that makes the service appointments said that there was no service bulletin for brakes on my '07 GS350. Anyone else getting this response from them? What is the SB-0040-09 then?

TSB-0040-09 is for AWD.
TSB-0015-09 is for 2WD: only new pads NOT rotors.
So your GS460 should be qualified if the VIN is in range.

What I mean is that I can't feel any noticable difference in braking from OEM... but then again, I don't race my car on a track or anything like that. Could you really tell a 5% change in brake performance?

I guess because of rotor resurfacing my labor charge is higher. The thing is every time there is squeal, the dealership suggests replacing pads.... I dont understand how any pads last less than 10k km... I changed my rear pads the first time just after 8000 kms and fronts after 14000 kms!!! ... now am at 20000 and squealing started again !!
Call them up, and tell them your brakes are driving you crazy and that you are not gonna take this ***** any more! They will replace your front rotors under warranty!

The hilarious thing is that when I dropped the car off for new pads this afternoon the Lexus service specialist said that he'd never seen a GS need new pads in less than 20k miles. He could not fathom that the pads were down to 1mm.
