Smog sensor does not work below 35-37F????

Smog sensor does not work below 35-37F????
I always drive with smog sensor on - love this feature. One morning it was 37F. Old truck in front of me and going uphill... Started to smell it..., looked at the light indicator and it still shows - "Fresh air - enjoy" 
I wasnt. It didnt change air circulation. After driving 20-30 min it started to work again... Next morning - same story - different truck. Am I along?

Checked it again - AUTO smog detection stops to work when temperature drops below 40F. Somebody please check and let me know.
