Peeling paint, fix?

Did it peal or rubbed/scratched off by the wiper?
The touch up paint for my car comes in two stages. A base and then a clear coat with the glitter. Why I ask, I have had trouble getting the base to stick to the bumper surface. On the bumper where the clear bra does not cover, I have had it come off during driving. It does take some work to get it to stick to the black material under the paint. Third try and it finally took.

The dealer used some base to seal an area under the cowl that a previous dealer damaged. It sealed up real nice. They used touch up paint in a small sprayer.

Right now, it's 27F. And tomorrow, the high will be 42F. Wow... heat wave!!!
