I would assume so. The TSBs which are applicable to early productions cars should not be applicable to recent builds. I would fully expect a September '06 build GS to have better build quality than my May '05 build GS.

Each TSB has a Start VIN number and an end VIN number, all VINs after that end number have the TSB applied at the factory. Thusly, yes change on the line are made as widespead issues arise to prevent the high cost of doing it later at dealerships.
