Question on non-working low-beam headlight

Question on non-working low-beam headlight
Hi GS folks -
Hope you are all doing well. I have a question on driver-side low-beam head light.
x- 2008 GS 350
x- driver side low-beam head light is not on, but driver side high beam head light is OK.
x- the previous owner told me he has tried with a new bulb, and suspects it is issue with ballast.
By reading some posts - the ballast is embedded in the light assembly, does the ballast unit control both low-beam and high-beam light, or only low-beam light?
x- if the ballast controls both lights, the issue is more like the bulb, which i would try to replace it;
x- i check some post/video to replace the ballast, which seems a bit complicated, and could cost a few hundred bucks in the auto shop. on eBay, an head light assembly is within $300 -$400, might be easy to replace the whole unit?
