My 98 GS400’s speedometer and odometer shows readings which are off the charts !!
But the issue seems to go away when I switch off and start the car again.
What could be the causes ?
Is there any story behind how it all began? Like you replaced something, disconnected the battery, etc..
Can you connect a scanner to a car and look at ECU readouts for speed and RPM? If they seem about right, then it is probably the cluster to blame.
Do you have any other issue with the car? Maybe something that can indicate a bad ECU? There was an issue with ECU capacitors corroding and exploding, which can result in all sorts of weird issues to occur. You can learn more about it here.

Looks like you need to slow down...don’t text and drive. As others have said, there is a story behind that. Did you recently purchase the car? Did you attempt to replace a bulb on odometer?

Unfortunately, that does sound like a fried ECU or maybe the wiring coming to it. I would suggest taking it apart and visually inspecting your ECU. 2nd-gen GS has a pretty unfortunate ECU placement, odds are it may have gotten damaged or corroded overtime. If you will not find anything suspicious visually, you can look for ECU service shops, that should have proper equipment to really test it.
