Default Blower Motor Troubleshooting

I've been going through the existing threads on troubleshooting my blower not creating any air. Note: This happened at the same time that my a/c compressor died - coincidence? probably not.

What's been done:
-Replaced the blower motor control module
-Tested 5.6 volts all the way to the wires going into the blower
-Ran wires to the blower itself from a 20V battery and it spun freely
-Tested the blower relay in the passenger kick panel
-Pulled the 10A fuse for the heater on the drivers side
-The battery is low, but I've been trickle charging it for 3 days and is holding about 12.8V
-50Amp Heater fuse by battery tested

Kind of lost at this point, ideas?

Maybe the motor is just bad?
They’re pretty easy/cheap to grab from a boneyard.

Does the voltage at the blower ever change when changing speed from low to high? If not I think you got a bad resistor. What brand is it?

I wasn't able to track it down, took it to an indy and they found a wire that was shorting above the fuse panel in the passenger side footwell. They fixed that then 5 min down the road the a/c went out again, went back and they replaced the fuse in that same panel - all has been well since. Hope that helps someone else...
