After replacing both of my headlights I can not find any auto services that will provide the headlight adjustment.
I know that our headlights equipped with bubble levels but it's so rough adjustment, that I can visually see the left and right low beams on the different levels when the bubbles shows the same.
Anybody seen auto shops in the Washington state that uses optical alignment system for the headlights?

yes, and they said to me: "Sorry we do not have optical alignment system for headlights."
Huh? Makes me wonder if garage wall and a marker pen are used.
try your state trooper or high patrol offices. In CA there are CHP offices dedicated to equipment vehicle code (fix-it) violations and custom vehicle equipment reviews. While building my '39 Ford Hot Rod I had to go to one to get my Vin authorized as it was not stamped on the dash, I have the original VIN they just had to officially stamp it on the car. They also provide head light alignment for a $25 fee.
