Couple of things......

How are you testing the temp sensor? Are you testing the correct sensor?
Is the vehicle at operating temp and the fans still not coming on? Radiator cap on?

a friend of mine was running his power strobe and tested everything out. Yeah the vehicle was at operating temperature and fans still didn’t go on. Radiator cap was on. He said he think two wires are touching on the harness because all relays are getting power

There is actually a process in the repair manual to test the temp sensor......a power strobe will not do it.

i have the print out of that, it’s that along with testing each relay by taking them out which I know he didn’t check continuity if I’m correct.

Wouldn't a bad fan switch on the radiator keep the fans running also?

to be honest I'm not sure. All I know is when my car reaches operating temperature after about 20 mins the fans will not turn on. Only will turn on when the AC is on. I had a shop set me up with a new radiator harness. Still have the same issue only problem now is when I do have the AC on the fans are constantly running now. I'm just so lost, and on top of that by that switch I'm leaking coolant. So now I have to see where that's coming from.

If it's leaking from above the sensor area. Most likely it's the plastic end has cracked. That's how mine went out except on the top for me. RockAuto.com has cheap Denso replacements.

Drive the car with no A/C on around your neighborhood see if the fans will kick on then. It has to get hot enough for the switch to activate a signal. Of course watch your overheating problem too.

Both fans should be on while A/C is on, and 1 cooling fan when not.

yeah im just lost man. As I’m warming up the car at work both fans are constantly running now and won’t stop. This is the first time the fans go on without theAC on. In just so lost now

If the fans are just running while car is started then it could be the fan switch. As for both fans working it should only be 1 fan. Then again I don't know if one is a hi/lo setup. Meaning it will kick on too if it dectects really high temps.

the fan switch isn’t located here on the bottom of the radiator where the drain plug is ? Where is the AC pressure switch located at ?

Try looking up on the fan shroud. It's there if not possible you have a different model radiator? The AC pressure switch should be on the high pressure line? Follow the AC lines.

Here's the diagram. For some reason it's labeled as ECT switch too.

I forgot the GS400 has the sender for the temp gauge on the cluster. Its located near the thermostat by the left valve cover. So the GS3 should still have both. Seeing the diagram again. This one is signal for the ECU.

Yeah I got it backwards the sender on the water pipe is for the ECU, and it has the fan switch on the radiator.
