Default 2001 Lexus gs300- need help- heat problem

I have a 2001 gs300 ,have had it about a year and the a/c// heat has been giving me issues from day one. I have heat but it only blows through top vents not the floor. And if i turn the heat off completely it still blows out still. not strongly but it still blows. and i feel like the heat is blowing behnd the radio because the area around there is hot to the touch. A/c doesnt blow cold neither. Any suggestions?

First thing that comes to mine are your servos. Do you hear any noises behind the dash, like a motor trying to open and close? Its a common issue with the GS.

sometimes ill hear clicking and hear the motor noise. ive tried cycling through all the control setting and it doesnt cycle to the floor setting... could the servo motors ned to be cleaned? instead of being replaced. i know they are expensive. i know there 3 three but which ones control the air ?

Do a search on servos. There are a plethora of treads on this.

You can clean them; I did my drivers side servo a few months ago. That's the easiest one to get to, however. Just takes a few tools and patience. Here's a DIY:
