Bou'sIS250

I just picked up a one owner GS from my buddy. I don't know much about this car but it's hard as heck to reverse. The side mirror seems to have a film or something. It's dark and not clear. I'm thinking this an auto dimming mirror stuck in dim or maybe there's some sort of factory tint that's just getting old.

Any info about what I can do will be much appreciated.
