Seatbelts q

Hi peeps. So aren't the front seatbelts supposed to retract automatically when they are not in use? Mine don't and I always have to do it by hand so it doesn't hang outside the car. Whats up?

My driver one is doing the same thing, well it retracts really slow. I'm guessing the spring inside it is just getting worn out?
