Jokster did you ever figure out the problem? I'm experiencing the exact same problem, and i've already replaced the lower ball joint, upper control arm, and steering rack bushings. I had high hopes that it was the #2 arm, but after finding this thread i'm less optimistic. It drives me insane that my gf's 99 camry drives better, please help.
I still have to do my bearing. I already bought it, but haven't installed it.I'm looking to see if a complete axle-hub assembly is available so I don't have to do so much work I have one last connection to check. For the moment I still haven't done anything, I'm being lazy. But i'll keep you posted if it works.

I always torque to spec with a torque wrench, but that's an excellent suggestion, I would have never thought of that, I'm still gonna check that out.

Throwing my stocks on wont say anything. If wobble went away, just means that whatever the problem may be, it doesnt like weight on it. Moving wheels wouldn't help anything either, I already concluded its not a wheel problem since it follows to a total different set.

To me it would mean you have a crappy set of wheels.
Before you switch the wheel bearing, you can throw a torque wrench on the suspect wheel bearing and re-tighten it. If it's loose-ish as in not being fully tight, it's a sign of a bad wheel bearing. Often times re-torquing will temporarily tighten it back up. If that solves the problem for a short time, you know it's the bearing for sure. If the bearing is fully torqued still. I question whether it's really bad.
I assume you have hub-centric rings on these wheels right?

I finally tackled the project and changed the bearing. Problem's now gone Wasnt the funnest job, but glad its now over and I can drive smooth again. When I pulled the old bearing out, it looked like someone took a shat in it! LoL I'm still trippin that the wheel didnt wobble when doing the normal check. But again, the bearing change solved the problem.
Also, I'm getting a very intense vibration/wobble/bounce type feeling when I hit about 65. I just got done changing my rear struts (thought the vibration was in the rear). Like you I don't want to keep dumping money into guesses. The description of your symptoms seems pretty close to what I'm feeling in my car.

probably your caster #2 arms. but in the meantime replacing steering rack and sway bar bushings is a start . pretty inexpensive and a DIY
