Rim Size?

Default Rim Size?

I had a set of 16 inches rim before but when driving at 60mph, its like driving like a boat. (I had old shocks at that time)
I changed to 17 inches and it was stable at 80mph but the rims were bent when I got it so I got vibration at around 60mph(still old shocks)
Now I have a new set of 18 inches and is stable at 100mph with old shocks. I changed the to all 4 new shocks now but one of my rims is bent inside which tire shop said cant be fixed.
I drive 80 miles each day from work so over a year I need to change all 4 tires. The 18 inches cost double compare to 16 inches. Now is almost time to change my tires now.
I want to change it back to 16 inches which in New York City has less chance to bent the rims.
Here is my question, will the 16 inches float like a boat with my new shocks when driving at 60 to 80mph?
