Default 2001 GS300 code P0440

My car has code P0440 for a while. It CEL used to come on after about 300 miles after reset the OBD2 but the computer was still not ready for the emission test. I changed some cracked hoses from at the purge solenoid and the computer was set and it passed the emission. However, the code came back again after it passed the emission test and the CEL turned on so quick after resetting the OBD2. I checked both purge solenoid and VCV valve and they were both good as their resistance is about 33 ohm and they both open and close when applying and removing voltage at their terminals. Vacuum check of the hose from VCV valve at canister to the purge solenoid shown no leak. What is the possible cause that I need to check? I have not checked the canister and I am not sure how to check it. I checked the VCV valve by accessing the valve through the rear wheel.

Can be many things but it will probably be the canister in the end.

I did a lot of research and they helped me to do all the troubleshoot to narrow down no issue at Purge sonenoid, VSV or hoses. Have not found any article showing to troubleshoot charcoal canister or pictures to remove it.
