My 99 gs300 ac only blows cold air, only after I rev the car to about 5k rpms and hold it for about 3-5 seconds. If I don't, it will only blow hot air. The ac compressor clutch does come on and off when I push the ac button on or off. I don't have any lights blinking, I've done the ac self diagnostic and got no codes. I went to add freon, and the pressure reading was good when the ac was blowing cold. However, when blowing hot, the pressure reading is high.

Sounds like you need a clutch or high pressure switch... I have one if you need it.
