Default Front caster cant be aligned right?

Whats up CL, I just had my ball joints changed to fix some wobbly steering that wouldnt return to center after a turn, after changing them and getting an alignment its like a new car again almost. When the guy was doing the alignment he showed me how he tried his best to turn the Front Right Caster bolt but it was turned to its maximum and wouldnt go in the green. the specs are supposed to be 7.1 - 8.1 and the most he could get it at was 6.9. I know its not off by that much but I can notice the slight pull and why not make it perfect if possible. Does anyone know why its like that and what needs to be changed to fix this? He also had the same problem with the Left Rear Camber bolt and was barely able to get it in spec as it wouldnt turn anymore either. Any and all opinions if anyone has experience with this would be GREATLY appreciated.

the caster bushing is probably worn. can't be adjusted, would need to be replaced. you have 2 options. 1) buy the replacement bushing from daizen or 2) buy an entire caster control arm from lexus since they don't sell the bushing by itself. i chose the 2nd option b/c i didn't feel like finding a shop with a press (needed to swap the bushings). brought it in for an alignment and caster was in spec. later i found out that the arms had be replaced before at like 40k miles. i changed them at like 185k miles. so they wear often.
