diverter problem?

Default diverter problem?

In my 2002 gs300 I am having an air conditioning problem.
The passenger side vent blows out cold air and the passenger side blows out warm air.
I have tried turning off the dual control but have the same result.
Is this the diverter and is this a difficult and exspensive fix?
