Default 1998 GS400 low compression problem

Working on this car for a friend's daughter. 125k on engine, no history on car (yet) The car won't start, turns over like there is nothing attached to the crank. Dry test comp at 65-85psi, wet at 75-90, car has good spark and fuel pump runs. There is also oil residue in the intake tube and on the air cleaner. Have heard that the engine is an interference design. (valves can hit pistons if the T belt fails) SO, I am asking for info on how long it takes to access the timing belt to check marks, and/or other things to check before another engine is sought. (i don't have an air compressor for leak down testing) Thanks.
