I live in Edmonton and I was quoted same $1000 to take out my front bumper and repair/paint (scuff on a corner and rock chips all over), and install it back. I have the same bumper with washers. The guy's excuse is that it is very time consuming to deal with the washers. So when I asked him how much he would charge if I took off the bumper and he just need to repair and match color for it, he quoted around $250-300.

This is a chinese guy ran shop, which usually (by references) seems to be on the cheaper side.

I will probably take out the bumper myself and have it repaired. Not sure how expensive it is to have aftermarket bumpers shipped to here.
