RT Low beam HID headlight is out on my 1999 GS300. 15A H-LP RLWR fuse blows even with new lamp installed. How can I check the ECU (8596730031), and if I need to replace it, with a used one, what other year/models used this same controller?

Are there individual headlight control relays for the left and right side, and where are they located? If the relay was defective, what other lights would be affected?
