Definately lower the car first, then get wheels. Your GS is going to look a lot better lowered on stock wheels, than with chrome wheels and stock suspension. In fact, your GS will look like a 4x4. Not pretty. I did that mistake when I first bought my first set of wheels and I regretted it. Besides, if you get suspension first, when you are ready to buy the wheels, you'll be able to test fit them and not worry if you are going to rub, etc.

I have a set of L-Tuned springs for a GS400 for a set of 4. 2 for the front, and 2 for the rear. $250 for the entire set up. It has 13k miles on them, so they're practically new. They last for about 120k miles

With chrome rims they will tend to rust out where the tire beads and thus lose air. If you want to go el cheapo, you can buy spring spacer/contractors. They are just like clamps that you can put in between the coils and ratchet nuts on the studs until it squeezes the spring thus lowering the car. You can take them out if you don't like it without a lot of fuss. Tim
