First off I'd like to say thank-you and I will be glad to be back as an owner of another Lexus. I wandered away for a bit but now I'm coming back. Thats where I hope to get a little insight.
My Options are: 99 GS 300 with 187k and starter, brakes, alighnment,

I use to own a 94 GS 300 and foolishly bought a Mercedes E420 and have regreted it ever since. I can get my hands on these for around 7500.
IMO the mileage is a huge factor. if you can live with the fact that the 95 is 4 yrs older the difference in mileage more than makes up for it. 85k difference is about 4 yrs worth of driving for most people (on avg.)
