Default Drop and Wheel ??????'s

Okay, I am just not understanding everything I need to understand to take on my next project. I am wondering if this works... I want to do new wheels and tires. I want to stagger with these Axis wheels...I would rap them with Front: 245/35R19 Rear:275/30R19. I was also thinking about a modest spacer in the rear. Also, I am going to Tein CS and would like to drop it about 1.5". Do I need to make any fender modifications? Also, what is an offset? I am hearing it all the time but cannot find what it is. I have done a great deal of searching but I think I just managed to confuse myself more. Any assitance you can give before making my investment would be great. Thanks!!!!

The offset of a wheel is the distance from its hub mounting surface to the centerline of the wheel.
The lower the offset, the more the wheel is spaced out from the hub. Meaning, it is pushed outwards closer to the fender.

Depending on your set-up, wheel width, tire size and offset will govern whether or not you'll need to modify your fenders.

Here is a link to the wheels I want to get. Not sure of the offset. Will I have to shave??? or roll???? I want to lower to about where I can stick my finger between the tire and the wheel well.
