It would get me upset too. I also remember that by holding the key in the unlock position in the door key hole you can have all of the windows go down at once. My guees is some kind of short in the fob or your drivers door lock is probably causing this. Sorry, still not much help, elecrical issues are a pain.

for anyone who is interested it turns out that both of my lock cylinders were screwed up. Looks like someone took off the door panels and didnt know how to take them apart and broke some clip on the cylinder. The part number of the part that they changed was 69051-30290, thats for the right side. The part cost $96 and the work took an hour so it came out to a total of $210 for the right door and the same for the left.


Now all of the doors lock fine with the remote and the key rolls down the windows and rolls em back up if I turn and hold the key.

That's good news and bad news. Good you're all fixed now, bad that it cost so much for a lousy clip to resolve the issue.

actually it was the lock cylinder. Turns out that the clip is a part of the cylinder so they changed both and had to recode the cylinders to my key.

Well I just fixed the same problem and thought to share my results.
Symptoms:
1. My key fob does not work at all
2. or ...it will lock the doors but not unlock
3. or .....when I push the lock button on the key fob it would roll down all windows

So everytime I would drive the car one of the symptoms would arise or, on occasion it would actually work.

So I removed the drivers door panel cause I suspected that it was the culprit since the key would not do anything but worked fine on the passenger door.

After removing the door panel I noticed that the back of the key lock was functioning to unlock the drivers door BUT the second rod was disconnected (probably my doing) so it was not connected to the back of the key lock. So what was happening is that this second rod was moving around everytime I drove and would settle in a new position telling the sensor to one of the functions.
Once I put the rod back into the clip all worked great.....

After 4 years of dealing with this issue 2 dead batteries later, 4 door lock actuators, and riding without the dome light fuse for 3 years I found this thread. Now to find a good relay integration box for a '98 SC300.
