I will be picking up my newly purchased 2004 GS300 this week. This car is a rare find since I have been looking for a car like this for over a year. It only has 15,000 miles and is loaded with options. Can not wait to pick it up later this .

Congrats!!
Chrome wheel first, and I will use the stock wheel for the winter with snow tires.
Any recomendations on what should be next.

since you are looking into wheels I would do suspension first. Lower it, however you prefer, mild or slammed, but if you are doing aftermarket wheels this is a must, imho.
