I just had a locksmith try with a smart key i ordered on ebay that was suppose to have been "unlocked" my 2021 ES350 wouldn't recognize the key. Maybe it's the locksmith or the key...
Has anyone here been able to get this key to work with a 2021 ES 350?
You must have missed my 2024 Key FOB post #42 where I discuss the "new" upgraded security keyless entry system used in this generation of ES strictly permits only just a one time pairing of a key fob/card to one immobilizer system. Once a key fob/card has been removed from the paired immobilizer the key fob/card is useless since it cannot be paired with any immobilizer again.
If you read over the TSB I linked to in my Techstream Smart Key Seed Number Help! post #3 you'll see Lexus warning in multiple places once a paired key has been removed from an immobilizer the key can never be used again.

I thought the key could be unlocked
Thank you!

So I ordered a brand new key from the dealership => 8990448X71
Went to a locksmith which has Teachsteam V18, used the 12 Key into Techsteam website to get the passcode and the car did not recognize the Smart Key (8990448X71). He tried twice, even swapped out the battery. Didn't help...
Why not do it at the dealer? They are also supposed to cut the physical key to match you car lock cylinder when doing the programming.
IMHO this is one of those things that it's better at the dealer.

Most dealers would not even attempt this if this part cannot be ordered for a 2021 ES even though it might work.

I was under the impression that all ES were capable of a smart key (card); although maybe a different part# depending on gen/year. I've seen previous 5 & 6gen with the smart card feature.
That feature has nothing to do with remote start. It's just another FOB without buttons. Maybe the part# is not correct for 21'?
I asked because apparently @garagemonk bought directly from the dealer.

Same here. When I search my Vin the smart key wouldn't show up as an option. So I ordered the same part# as the 2022.
Does someone have the different smart card options?
I did some more digging and on page 110 in my 2021 Manual it says
FCC ID : NI4TMLF15-1
Keys FCC ID
HYQ23AAY
HYQ14FBZ
None of those match a key card.
In the 2022 ES manual it says
FCC ID : NI4TMLF15-1
HYQ23ABL
HYQ14FBZ
HYQ14CBM
So i thought if it's the same FCC ID it means same frequencies and I "assumed" it would work...

Correct, I tried and the dealers say if it's not a part we can order with your Vin we won't do it.

Is the car not compatible? Any idea?
From a previous post you have a 2021 ES 350 F Sport. I looked up the 8990448X71 part number you purchased on Bell Lexus North Scottsdale web site and checked the "WHAT THIS FITS" listing for it. There are NO ES models listed. A parts compatibility check results in "THIS DOES NOT FIT YOUR 2021 Lexus ES 350" and clicking on the 'Search "Keyless Entry Transmitter" for 2021 ES 350' link yields two KEYLESS ENTRY TRANSMITTER parts, 8990H06010 and 8990H06021, both of which a compatibility check results in "THIS FITS YOUR 2021 Lexus ES 350 F Sport". I'm not certain as to which part number is for the key fob and which is for the key card.
I suggest you follow scubapr's advice of having the dealer you're purchasing the key card from also program the key card into your ES's immobilizer system. Do it as a package deal so the dealer is on the hook to correct a wrong part related issue for a immobilizer programming failure.

Dealer's won't take my money lol
That's understandable as incompatible parts will require some modification. Authorized dealers will not do that.
As @grp52 pointed out, maybe you ordered a part# for another Lexus model (not ES). Can you return the part and validate with the dealer the parts suggested / needed. They should be able help you find the correct smart key for your unit trim and year. As GRP suggested do it as a package deal (part + install). If possible have the service advisor or part manager help you with that. Good luck!
Parts dept will sell you anything you want no matter what kind of a car you have but that does not mean it will fit your car. Lexus has dropped the ball on providing these key cards to us as it could be done and we would buy. Just think of the people who bought the new RX and forced to go with digital key which is a total flop at the moment and been out several years. Some RX owners resorted to what is being done here with some success buying key card meant for other model. My 2001 LS430 UL came with 2 master, 1 master wallet, and 1 valet key. Those days are long gone.

There's more than just frequency (transceiver 314.35 MHz / 312.10 MHz; receiver 134.2 kHz) and modulation (FSK (F1D)) that has to be compatible; the security scheme (e.g., encryption) employed also has to be compatible.
Details on Toyota/Lexus's security scheme(s) used in their latest implementation of keyless remote entry systems and their possibly continuing evolution aren't easy to find (if they are even findable in general public available sources). You can find plenty of references on easily cracked/cloned security schemes used in previous generations of Toyota/Lexus keyless entry systems but for the later scheme(s) used on this generation of ESs the most I've been able to find is just vague references to "more cryptographically secure" system.

Both those #s are for regular keys not the Credit Card Key.
I found these 2 part numbers for 350 21' but apparently they differ based on production month range. So they will show as not compatible unless a compatible VIN is entered.
8990H-33271
8990H-33261
As @grp52 tried to explain, these cards/fobs use a special frequency, modulation & encryption based on the model ECU security scheme. Lexus updated that on the 7th gen.
Maybe you can try to confirm the part with someone willing to help at the dealer (Advisor, Manager). Sometimes some parts sales representative just don't want to put the effort.
Edit: Based on the diagram picture, the card number is: 89904C

Reason: Card Number
With a little more search of Lexus key cards, you'll find that 89904C number is used on quite a few illustrated parts figures for different Lexus key card parts. You can't use it to find the correct key card for your Lexus from the universe of available Lexus key card offerings. You need to find a full part number that is compatible/fits your 2021 ES 350 F Sport.
